A plunge in a gym, recovery studio, or wellness lounge is a different operating problem from one in a backyard. Volume stays tiny while bather count multiplies, the vessel is likely to fall under public-pool oversight, and the operator carries documentation duties that a homeowner does not. This is the article for the person actually running one.
First question: is it a regulated public pool?
This determines almost everything downstream, and it is not a question to answer from a blog post — including this one. In Florida, public swimming pools and bathing places are governed by Chapter 514, Florida Statutes and Chapter 64E-9, Florida Administrative Code, administered through the Department of Health and its county health departments. Whether a specific cold plunge at a specific facility falls inside that definition is a determination the county health department makes.
Call the county health department before you open, not after an inspection. Describe the vessel, its volume, its circulation and treatment equipment, and how the public accesses it, and get the answer in writing. Bather load in a vessel this small
Commercial load is not an abstraction here. A plunge that sees 30 users a day in 150 gallons is absorbing bather waste at a concentration no conventional pool design contemplates. Two numbers drive every operating decision:
- Users per day per gallon. Track it. It is the leading indicator for how fast chemistry degrades and how often you will be draining.
- Peak clustering. Twenty users between 5 and 7 p.m. is a completely different stress than twenty users spread across the day. Chemistry recovery time between sessions is what actually breaks.

Turnover on a small vessel
Turnover is the time to circulate a volume equal to the whole vessel through the filtration and treatment system. Small volumes make fast turnover cheap — a modest pump can turn a plunge over in minutes rather than hours. Take advantage of it. Continuous circulation during operating hours should be the default, not a timer-driven schedule borrowed from a pool.

Drain-and-refill vs. treating it through
This is the operating decision that distinguishes commercial plunges from residential ones. On a home plunge, you treat the water and drain occasionally. On a busy commercial plunge, scheduled draining is often the cheaper and more defensible control.

Water is the cheapest input in the building. Chemistry heroics on exhausted water are not.
The daily log
Whether or not the vessel is regulated, log it. A log is how you spot a trend before it becomes an incident, and it is the only evidence you will have if anyone ever asks. At minimum, per day of operation:
- Time of each test
- Free and combined sanitizer residual
- pH
- Water temperature
- Approximate bather count
- Chemicals added, with amounts
- Any closure, incident, or corrective action, with times
Regulated facilities have specific record requirements; see required pool records. Facilities that aren't regulated should keep the same log anyway — insurers ask for it after the fact, and emergency response planning depends on knowing what normal looks like.
Staff, supervision, and closure authority
- Somebody on each shift must know how to test, how to read the result, and what number closes the vessel. Write the closure thresholds down and post them.
- Closure authority has to sit with the person on shift. A plunge that stays open because the manager is unreachable is the exact failure that ends up in a claim.
- Regulated facilities in Florida generally require certified operator oversight — see CPO certification. Many facilities meet this by contracting a licensed service company whose certified operator serves as operator of record.
Equipment room realities
Chillers reject heat into the space they occupy. Several chillers in one small mechanical room will fight each other, run long, and fail early. Give them clearance and give the room ventilation. Ozone generators, if fitted, must vent safely and never into an occupied area. And bonding and electrical safety applies to a plunge exactly as it does to a pool — small vessel, same electricity.
The operators who do this well treat the plunge as the most-used vessel in the building rather than the smallest. They circulate continuously, they log every day, they make rinsing a rule, and they drain on a schedule instead of arguing with the water. That program costs very little and it is the whole difference.
